Relevant Building Certificates
First Rate Compliance Report (Sustainability Measures)
I confirm as the builder that the all building works (for alterations and additions to existing buildings) comply with VIC Part 1.2.2 (a) – Energy Efficiency Measures NCC 2016/2019 - Volume 2; or
That all building elements for the construction of a dwelling, as nominated by the First Rate Report have been installed in accordance with the above-mentioned report number and the endorsed plans; and
The construction of the dwelling is a true and correct representation of the building elements identified on the Detailed House Data sheet; and
The construction of the dwelling has included:
A 2,000 litre RAIN WATER TANK (with roof catchment of 50m2) connected to all sanitary flushing systems; or
A SOLAR WATER HEATER system with 60% solar gain.
Bush Fire Compliance
I confirm that the Bushfire Attack Level (BAL 12.5) for a site has been constructed in accordance with the construction standards, and requirements as specified in the Australia Standard AS 3959 – 2009 (Construction of Buildings in Bushfire-Prone Areas) for the applicable Bushfire Attack Level as specified above.
Thermal Insulation Compliance
I confirm that insulation materials have been installed in the walls and roof of the above mentioned property as required by the approved Building Permit drawings and are in conformity with Part 3.12 of the National Construction Code Volume Two and/or Part F of the National Construction Code of Australia Volume One.
Waterproofing Compliance
I confirm that the waterproofing of all wet area’s (including bathrooms, shower and bath enclosures, balconies, terraces, basements and retaining walls) have been treated and waterproofed in accordance with the endorsed Building Permit documentation and in accordance with the NCC – Building Code of Australia 2016/2019 or current (Volume Two) AS 3740 – 2010 (Waterproofing of wet areas within residential buildings) and any applicable the manufacturer’s technical specifications.
Fire Engineering
Hereby certify that ALL systems, recommendations references in the relevant fire engineering report have been installed/ completed per approved documents.
Cladding installation
Hereby certify that ALL cladding systems installed to the above mentioned project are of non- combustible material tested to AS1530.1 per the approved building permit documentation, manufacturer specifications.
Acoustic Rated Compliance (Unit Development)
hereby certify that ALL acoustic walls, floors, ceilings, shafts have been installed in accordance with the approved Building Permit drawings and relevant acoustic tests and manufacturer’s specifications including all, connection details, penetrations, sealing and caulking and acoustic treatment to waste and service pipes. All systems have been installed and comply with NCC - BCA Volume Two Part 3.8.6.
Fire Rated System Compliance (Unit Development)
hereby certify that ALL bounding walls, floors, ceilings, shafts have been installed in accordance with the approved Building Permit drawings and relevant fire rated tests and manufacturer’s specifications including all, connection details, penetrations, sealing and caulking and fire treatment to waste and service pipes in accordance with the tested prototype under AS 1530 Part 4. All systems have been installed and comply with NCC -BCA Volume 2.
Party Wall System Compliance (Unit Development)
I hereby certify that the party wall system has been installed in accordance with the relevant fire tests, acoustic tests and manufacturer’s specifications.
Town Planning Compliance (Unit Development)
I confirm as the builder that the CONSTRUCTION of the proposal is a true and correct representation of the endorsed Town Planning drawings (including the building heights, the built form, the protection of the adjoining amenities and the material and colours) and has occurred strictly in accordance with the above-mentioned Town Planning Permit; and
That all CONDITIONS of the above-mentioned Town Planning Permit have been satisfied and implemented to the satisfaction of the Responsible Authority.
Building Appliances
I confirm that the all building appliances (hot plates, ovens and cooking canopy) are all installed as per the approved architectural plans.

that the all building works comply with Section J – Energy Efficiency Measures BCA - Volume 1; and
that all building elements as nominated by the FirstRate Report have been installed in accordance with the above-mentioned report number and the endorsed plans; and
the construction of the dwelling is a true and correct representation of the building elements identified on the Detailed House Data sheet.
Waterproofing Compliance
I confirm that the waterproofing of all wet area’s (including bathrooms, shower and bath enclosures, balconies, terraces, basements and retaining walls) have been treated and waterproofed in accordance with the endorsed Building Permit documentation and in accordance with the Building Code of Australia (Volume One) inter alia AS 3740 – 2006 (Waterproofing of wet areas within residential buildings) and any applicable the manufacturer’s technical specifications.

Fixed Platforms and Walkways to AS1657
Hereby certify that fixed platform and access to via ladders, steps and stairways have been installed in accordance with AS 1657 Part 1.
Fire Hazard Properties Compliance
Hereby certify that ALL floor linings, floor coverings, wall linings, ceiling linings, achieve the required fire hazard properties specified under Specification C1.10 of the BCA / NCC Volume All systems have been installed and comply with BCA Volume One Section C.
Mechanical Vents Air Conditioning Compliance
I confirm that the MECHANICAL VENTILATION SYSTEM (AIR-CONDITIONING SYSTEM) for the building has been installed and carried out in accordance with the endorsed Building Permit documentation and in accordance with the NCC - Building Code of Australia (Volume One) inter alia AS 1668.2 and AS3666.1 and any applicable the manufacturer’s technical specifications.
Section J Energy Efficiency Compliance
Hereby certify that all building works comply with Section J Energy Efficiency Measures of the BCA Volume One including the following.
All insulation as nominated for floors, external walls, internal walls and roof/ceiling as specified in the above report have been installed in accordance with above energy efficiency report and manufacturers specification.
All glazed elements installed in the subject building have the required U-Value and SHGC as specified in the report.
The building envelope is sealed in accordance with Part J3 including-
External windows and doors – All doors to have foam or rubber compressible strip fixed to the door jamb
Any exhaust fan within the ceiling must have a sealing device such as a self-closing damper or the like
Roofs, external walls and any openings have been constructed to minimize air leakage.
Section J Electrical Certificate – Artificial Lighting and Power Compliance
Hereby certify that all electrical works carried out at the above project comply with-
Part J6 of the BCA Volume One including the following.
a. The aggregate design illumination power load for each individual room does not exceed the allowances specified in the BCA for the individual rooms and specified uses of the room.
b. A time switch has been installed in accordance with Specification J6 of the BCA.
c. Interior decorative and display lighting is
controlled separately from other lighting; and
by a time switch in accordance with Specification J6 where the display lighting exceeds 7Kw.
